If the girl and guy are in junior high, then hooking up means kissing and making out, no sex.
If the couple is in high school, then hooking up means sexual contact below the neckline and can include contact below the waist, but no intercourse. In college, hooking up almost always means sexual intercourse. Most of the hooking up for all three groups, 65%, occurs at private house parties.
